Bring a medium pot of water to a boil. Remove from heat, add the glass noodles, and let them soak for 5 minutes, or according to package instructions, until tender. Drain thoroughly and rinse with cold water to prevent sticking, then set aside.

While the noodles soak, finely shred the carrots. Dice the cucumber into small cubes and slice the spring onions thinly.
