Heat butter in a large pan over medium-high heat. Add the ground beef and cook, breaking it up with a spoon, until browned. Season with half of the salt and half of the black pepper.

Add the chopped onion and minced garlic to the pan and cook until the onion is translucent, about 3-4 minutes. Stir in the tomato paste and flour and cook for another minute.

Pour in the beef broth, bring to a simmer, and cook for 5-7 minutes, stirring occasionally, until the sauce thickens slightly. Season with the remaining black pepper.

Meanwhile, cook the elbow macaroni according to package instructions in salted water until al dente. Drain well.
